Someone told the legislators of the Arizona state government that almost 50% of the students paid no tuition. Why? The tuition price is too low and a variety of scholarships and Pell Grants assured them of a free ride.
This shocked the legislators who decided that the kids weren’t “investing” in their education and they weren’t putting any “skin in the game.” They promptly fixed this dangerous problem with a plan to ensure that everyone except the sacred jocks would pay at least $2000.

I suppose it makes some sense for students to put up some of their own money before consuming taxpayer resources. It’s one of the easiest ways to ensure they’re not goofing off. But somehow I think the goals are different.
